Construction d’un centre touristique à Douala: 80 milliards de F d’investissement

A travers la Douala Retail and Convention Centre, Actis compte construire un centre touristique dans la ville, dans la perspective de la CAN 2019
Avec la CAN 2019 en perspective, le Cameroun connaitra à coup sûr un boom touristique. Malheureusement, le secteur de la grande distribution connait une pénétration de l’activité inférieure à 5%. Pratiquement insignifiant par rapport aux multiples richesses du pays et à la demande sans cesse croissante. Pour aider la capitale économique a relever le défi de cette grand messe sportive, le fonds d’investissement Actis, à travers la société Douala Retail and Convention Centre, a prévu de doter la ville d’un « mixed use ». Plus concrètement, il s’agit d’une infrastructure multifonction ellecomposée d’un hôtel 5 étoiles, de bureaux, de galeries marchandes, de supermarchés et de salles de cinéma.
Coût total de l’investissement : 80 milliards de F. «Il sera question de promouvoir l’offre touristique ainsi que la consommation des produits made in Cameroon », a expliqué Amanda Jean Baptiste, directeur chez Actis, en charge des investissements immobiliers en Afrique de l’Ouest. La société compte ainsi utiliser en majeure partie et la main d’œuvre et les matériaux locaux, en recrutant un peu plus 4500 personnes. Le site de Bonanjo, arrondissement de Douala 2e , département du Wouri, a été choisi pour abriter le mixe used.
La société Douala Retail and Convention Centre a été constituée en 2015, dans le but de promouvoir le projet sus-cité. Pour ce faire, la structure bénéficie des avantages de la loi du 12 juillet 2017 modifiant et complétant certaines dispositions de celle du 18 avril 2013, fixant les incitations à l’investissement privé au Cameroun. Une convention a été récemment signée à cet effet entre Marthe Angeline Minja, directeur général de l’Agence de promotion des investissements, et Amanda Jean-Baptiste.
D’après Hilaire Dongmo, chef de département administration et ressources humaines chez Actis, les travaux de terrassement vont immédiatement suivre au niveau du quartier Bonapriso, choisi pour abriter le mixed-use. « Les constructions à proprement parler vont débuter en novembre prochain pour une durée de deux ans », a-t-il annoncé.

What constitutes the project?
The project is an 18,0002 meters mall. Phase one and phase two are a business park. The business park will have office buildings as well as a five star hotel. The retail mall will be over 60 shops. It will have a supermarket, a convention centre, five screen cinemas as well as a children playing area. The site of the project is next to the airport. I think it is a strategic location for us because it is within the central business district of Douala. The work will start next week. We have done enabling works, clearing the ground for construction and the main construction work will then start in November.
Can you tell us a bit about Actis?
Sincerely, Actis is not a new company in Cameroon. It is an enterprise which has made significant investments before in the country. The investment company has a department that takes care of energy as well as another one which is involved in real estate. Actis, in the domain of real estate, has also had very important investments in Africa. It is an aspect which is purely strategic. Actis has many buildings and hotels they have constructed in many countries. All these contribute to poverty alleviation and wealth creation as well as animating socio-economic life.
Can you give us an idea of the partnership between Actis and the API?
This partnership with the API and the Republic of Cameroon is very important to the Douala Retail and Convention Centre. We signed this partnership for tax exemption. This is a strategic investment for us in Cameroon. The investment is over FCFA 80 billion. So, it is very important to us to have this tax exemption. At the same time, the project will be supporting and enhancing the economy of Cameroon because we will be creating over 4,000 jobs with this project. We are developing the first international stand-up mall which will bring five screen cinema to Douala, an event centre and convention centre. It will also bring a large supermarket and many shops. So there will be opportunities for jobs in both the construction and retailing industry. We will be buying a significant portion of our material for construction in Douala to do the civil works. That will again enhance strong economic prospects for the country. And so forming this partnership with the API is important to us because we want to do this in the right way. We want local support to do this. We think this project will be beneficial to the country and the city of Douala.
