Minister Jean Ernest Ngalle Bibehe Massena defended a draft budget of FCFA 318.6 billion at the Committee on Finance and Budget on Friday.

Second-generation secondary Education," is a new concept, introduced by the Ministry of Secondary Education to harness the talents and intellectual potential of budding Cameroonians of school-going age. The programme will kick start in 2017, with Secondary Education boss, Jean Ernest Ngalle Bibehe Massena stating that there are two dimensions to the concept that goes beyond the routine of building classrooms and conventional equipment in school. He explained that skilled-based approach should make it possible for children leaving secondary schools to acquire skills and employability potential needed to participate in the process of wealth creation which, essentially, is the definition of emergence.

The second part of the concept will focus on the adaptability of the field of motor mechanics to local realities. The Minister pointed out that they will train and fit students into the car assembly plant. Innovative fields like cinematography and survey will be introduced. Experimental studies to enhance training shall be carried out in two of the three northern regions, before extension to other regions. He said "we will in 2017 start the construction of the Agricultural Vocational High School of Yagoua in the Far North and Lagdo in the North Region for animal production, specialities like cattle and goats and vegetable production specialities for millet and sorghum.

The projects and many others, will be executed if Parliament approves the FCFA 318.6 billion proposed budget for the ministry as against FCFA 246 billion in 2016. Minister Jean Ernest Ngalle Bibehe Massena was at the Committee on Finance and Budget on November 25, 2016 to answer concerns on how well he intends to change the face of secondary education in Cameroon in 2017.
